1) All (urban) land passes into the possession (ownership) of the people.

2) Houses systematically rented out are confiscated into the ownership of the people.

3) Owners of houses not rented out remain henceforth, pending the decision of the Constituent Assembly, owners without any alteration of their ownership rights.

4) Compensation for several months (2–3) to owners of confiscated houses, if these owners prove their non…[8]

5) Collection of rental payments (by whom?) by the Soviets (into current accounts of the Soviets).

6) Construction commissions (trade unions + association of construction enterprises) manage and supervise the economy (fuel, etc.).

7) The collection of payments enters into effect immediately.

8) The construction-economic commissions enter into effect with a certain gradualness, as they are created by trade unions and Soviets.

9) The heating of houses and their maintenance in normal condition constitutes the obligation of house committees and other institutions (trade unions, Soviets, fuel departments at the city duma, etc.).
