1) The participation of our party in the "pre-parliament" or "Democratic Council" or "Council of the Republic" is a manifest error and a retreat from the proletarian-revolutionary path.

2) The objective situation is such that in the country, beyond doubt, a revolution is mounting against Kerensky's Bonapartist government (peasant uprisings, the intensification of discontent and conflicts with the government in the army and among national groups, conflicts with railwaymen and postal workers, the complete collapse of the Mensheviks and Socialist-Revolutionaries as conciliators in the elections, etc.).

In the face of such a mounting revolution, to enter a fake parliament, rigged to deceive the people, means to facilitate this deception, to hamper the work of preparing the revolution, to divert the attention of the people and the forces of the party from the urgent task of struggling for power and for the overthrow of the government.

3) The Party Congress must therefore recall the members of our party from the pre-parliament, declare a boycott of it, and call upon the people to prepare their forces for the dispersal of this Tsereteli "Bulygin Duma."
