DUTIES OF THE GUARD AT THE CHAIRMAN
OF THE COUNCIL OF PEOPLE'S COMMISSARS
No earlier than October 27 (November 9), 1917
1. To admit no one except the People's Commissars
(if the orderly does not know them by sight, he must demand a ticket,
i.e., identification from them).
2. To require all others to write their name and the purpose of their visit in a few words on a piece of paper. The orderly must hand this note to the chairman and not admit anyone into the room without his permission.
3. When there is no one in the room, to keep the door ajar
so as to hear telephone calls and to invite one of the secretaries to the telephone.
4. When someone is in the chairman's room, to keep the door always closed.
