AMENDMENTS TO THE DECREE ON CREDITS TO CITIES AND
ZEMSTVOS.
[December 31 (18), 1917]
The Council of People's Commissars has resolved:
1. To open a credit in the State Bank for the issuance
of loans to cities and zemstvos to cover urgent expenses for
meeting pressing needs in the amount not exceeding
200 million rubles during 1917 and 1918.

4. Zemstvo and city self-governments, in initiating
a request for loans, are obliged to submit the conclusions of the local
Soviets of Workers', Soldiers', and Peasants' Deputies.

1 The printed document is a draft resolution of the Council of People's Commissars, proposed at the meeting of the Council of People's Commissars, consisting of 3 points, by the People's Commissar
of Self-Government V. Trutovsky (Left Socialist-Revolutionary) as a resolution on his
report "On Financing Local Self-Government Bodies." Lenin
made several amendments to the draft and, as an addition, sketched the text of point four on
the draft. The draft resolution, edited and supplemented by Lenin, was, by decision of the Council of People's Commissars, published
as a decree under the title: "On the allocation of 100 million rubles of credits
at the disposal of an interdepartmental commission for the issuance of loans to
cities and zemstvos" ("Gazeta Vrem. Rab. i Krest. Pravit." «\» 38 of January 3,
1918 (*December 21, 1917)).

1 The recommendation to the State Bank on the issuance to the Russian Trade and Industrial
Bank of the loan it requested of 150,000,000 rubles was signed by members
of the Collegium of State Control: F. M. Shablinsky, A. A. Portyanko, and P. B. Shevnikov and, directly, bypassing the Commissariat of Finance, was sent by them for execution to the State Bank. The actions of State Control were protested by the People's Commissar of Finance N.V. Menzhinsky at the meeting of the Council of People's Commissars on January 1,
1918 (December 19, 1917). On this issue, the Council of People's Commissars adopted the resolution printed above, proposed by Lenin.

ON THE PAYMENT OF EXPENSES OF THE ALL-RUSSIA CENTRAL EXECUTIVE COMMITTEE.
DRAFT RESOLUTION OF THE COUNCIL OF PEOPLE'S COMMISSARS 1.
[January 11, 1918 (December 29, 1917).]
Recognizing the necessity of paying the expenses of the All-Russia Central Executive Committee
from general state funds, the Council of People's Commissars proposes to the Chairman of the All-Russia Central Executive Committee
to submit in the near future an approximate calculation of these expenses,
signed by the heads of the corresponding departments and highlighting as much as possible the amount of the sum for the free distribution
of literature.

P. S. To postpone the allocation of the requested sum until the submission
of the indicated approximate calculation.

Written by Lenin in connection with the discussion at the meeting of the Council of People's Commissars on January 11, 1918 (December 29, 1917) of the report by Ya. M. Sverdlov "On the allocation of 2 million rubles for the preparation and convocation of the January (1918) congresses."
Of the three resolutions discussed by the Council of People's Commissars on this issue (Lenin's,
Sverdlov's, and Osinsky's), Osinsky's resolution was adopted,
proposing to allocate to the All-Russia Central Executive Committee the sum it requested, "with the obligation to present a three-month estimate of the expenses and revenues of the All-Russia Central Executive Committee by January 20, 1918."
