Having reviewed the resolutions of the Congress of Soviets and other organizations—resolutions that were published today in “Izvestia of the Petrograd Soviet,” as well as the resolution of the Central Committee, which appeared in “Pravda,” regarding the imposition of a three-day ban on the organization of demonstrations—
— having familiarized ourselves with these resolutions and deliberated on the state of affairs,
it is hereby resolved:
In view of the fact that the Congress of Soviets and the Executive Committee of the All‑Russian Council of Peasant Deputies stated explicitly in their appeal:
“We are aware that lurking counterrevolutionaries seek to exploit your actions.”
— in view of this, it must be acknowledged that our understanding of the counterrevolution was more limited than we had imagined, and that what is known to the Congress of Soviets remains unknown to us;
— that the struggle against the counterrevolution is all the more urgent, and therefore must be brought to the forefront;
— that the Central Committee’s decision to comply with the outright ban on demonstrations for three days is correct;
