5. Detailed regulations concerning the payment of money by banks and bank operations regarding private accounts, credit transactions, etc., are subject to separate publication.
Payment for products is collected at 50% of the usual price, provided they are sold to consumer societies and paid for through current accounts in banks *.
7. All private individuals' money, with the exception of 100-200 rubles per week for personal consumption, must be kept in a current account at the State Bank and its branches. Concealment is punishable by confiscation.
8. Persons of the wealthy classes are obliged to have consumer-worker (budget) books and to deliver extracts from them weekly to the State Bank.
9. The wealthy classes include owners of real estate valued at > ** 25,000 rubles or with an income exceeding 500 rubles per month, or monetary reserves exceeding 1,000 rubles.
10. The Supreme Council of National Economy creates flying groups of controllers (inspectors, accountants, bookkeepers, etc., etc.), and these groups, with a mandate from the Supreme Council of National Economy, have the right to a complete and absolute audit of any enterprise and any private economy.
11. Foreign trade is declared a state monopoly.
