**Considering:**

1) that the Socialist-Revolutionary parties, the Menshevik Social-Democrats, and the like have in the overwhelming majority of cases gone over to the position of "revolutionary defensism" and voting for the loan, that is, in fact to support of the imperialist war waged by the imperialist government of capitalists: Guchkov, Lvov & Co; 2) that these parties support the Provisional Government, representing the interests of capital and having taken up a counter-revolutionary position, not only in foreign policy, but also in domestic policy; 3) that these parties allowed themselves to be deceived by capitalists and, for their part, deceive the people with the deceptive hope that, without holding state power in their hands, one can through "demands" upon the Provisional Government, "supervision" of it, and the like change the class nature of this capitalist government and wrest it from the imperialist policy necessary to capitalists at the present moment and from counter-revolutionary encroachments upon freedom; 4) that the consequent darkening of class consciousness of the proletariat and semi-proletariat, supported by the aforementioned parties, is, on the basis of the generally trusting and unconscious attitude of the masses toward capitalists, now acting predominantly through deception and flattery, the chief cause of the stagnation of the revolution and its possible defeat by the forces of landlord and bourgeois counter-revolution, – the conference resolves:

1) to recognize voting for the loan, as well as defense of the position of revolutionary defensism in general, as complete and unconditional betrayal of socialism, of proletarian class struggle, and of the principles of internationalism, that is, the fraternal alliance of workers of all countries against capitalists of all countries;

2) to recognize the aforementioned parties as furthering the interests and viewpoint of the petty bourgeoisie and corrupting the proletariat through bourgeois influence;

3) to recognize unification with parties, as wholes, pursuing the policy of support for the Provisional Government, revolutionary defensism, and the like, in view of the fact that these parties have gone over from a class proletarian position to a petty-bourgeois one, – as absolutely impossible;

4) with respect to individual local groups of workers adhering to the Mensheviks and the like, but striving to defend the position of internationalism against "revolutionary defensism," against voting for the loan, and the like, the policy of our party must consist in supporting such workers and groups, in drawing closer to them, in supporting unification with them on the basis of an unconditional break with petty-bourgeois betrayal of socialism.
