The manuscript printed below appears to be a plan for a pamphlet which Vladimir Ilyich intended to write in clarification of the decisions of the April Conference. The manuscript in its original form bears no title. It was written after May 6 (19).

masses: (Peasant congress 8)
Old complement of agitators + propagandists + organizers +
New [forces] + etc.

New forces (neediness).

(a) Large assemblies of party members (how to do this).

(β) tenfold r[eduction of] collegies of agitators + propagandists + organizers

How?
I do not know.
But I know firmly that without this there is no point in talking about the prol[etariat's] revolution.

See above.

(δ) Maximum Marxism = maximum popularity and simplicity ("Umschlag")9).

(δ) Party of proletariat and semiproletariat = party
[of the] unpropertied workers and poorest peasants...

(ε) Maximum Marxism = (Umschlag) maximum popularity poorest peasants.

Demagogy? Everyone accused everyone of this in all revolutions.

It is precisely Marxism that is the guarantee...

(γ) Agitation group-wise — mass (versus rally-based)

(γ) likewise organization.

*) "Zemlya i Volya" — newspaper of the Petrograd Regional Committee of the Socialist-Revolutionary Party. In the issue of this newspaper indicated by Vladimir Ilyich was printed the poem by Ilya Ilyn cited here.

2) In No. 47 of "Sotsial-Democrat" of October 13, 1915, were published "Several Theses" devoted to the question of the party's position in the revolution and its attitude to war after the revolution.— See Collected Works, Vol. XIII, pp. 207—209. The theses consisted of . . . points. Theses 8—11 were reprinted in "Pravda" No. 56 of May 13/26, 1917, under the title "What declarations did our party make about war before the revolution." (Collected Works, Vol. XIV, pp. 188—189.)

3) Vladimir Ilyich marks in parentheses the paragraphs from the resolution on the agrarian question adopted April 28 (May 11) by the All-Russian Conference:

§ 4. The party must decisively struggle both against the Temporary Government, which through Shingaryov's statements and collective pronouncements imposes upon the peasants "voluntary agreement with the landowners," i.e., in fact a landlord character of the reform, and threatens the peasants with punishment for "arbitrariness," i.e., transition to violence by the minority of the population (landowners and capitalists) against the majority,—and against the petty-bourgeois vacillations of the majority of narodniks and mensheviks, social-democrats, who advise the peasants not to take all the land until the Constituent Assembly.

§ 8. The party must support the initiative of those peasant committees which in a number of localities in Russia transfer landlord property, live and dead, inventory into the hands of the peasantry organized in these committees for publicly regulated use in working all lands.

§ 9. The party of the proletariat must advise the proletarians and semiproletarians of the countryside to strive for the creation from each landlord estate of a sufficiently large model farm, which would be managed at public expense by Soviets of Deputies from agricultural workers under the direction of agronomists and with the application of the best technical means.

4) Borgbjerg — Danish social-chauvinist, agent of the German imperialist government, transmitted on April 23 (May 6) through the Executive Committee of the Petrograd Soviet a proposal to all socialist parties to take part in an international socialist conference. On our party's attitude to Borgbjerg's proposal, see the corresponding resolution of the April All-Russian Conference (Protocols ed. Istpartia, 1925).

5) The sign ΣE means: sum, total.

6) Inde — hence, thus.

7) G. Bintstock — Menshevik-internationalist.

8) The Peasant Congress (in the press it is sometimes called the Peasant Soviet) took place from May 4 (17) to May 28 (June 10).

9) Umschlag — transformation.
