The manuscript printed below is, apparently, a plan for a pamphlet that Vladimir Ilyich intended to write to explain the decisions of the April Conference. The original manuscript has no title. It was written after May 6 (49).

did our party make about the war before the revolution."

§ 4.
The party must resolutely fight against the
Provisional Government, which, both through the mouth of Shingarev and through its collective statements, imposes on the peasants
a "voluntary agreement with the landowners," i.e. in fact the landlord character of the reform, and threatens the peasants with punishments for
"arbitrariness," i.e., a transition to violence on the part of the minority of the population
(landowners and capitalists)
against the majority, - as well as against the petty-bourgeois vacillations
of the majority of Narodniks and Mensheviks, Social Democrats, advising
peasants not to take all the land before the Constituent Assembly.
§ 8.
The party must support the initiative of those peasant committees that
in
a number of localities of Russia transfer landowner's living and dead inventory into the hands of the peasantry organized in these committees for socially regulated use in the cultivation of all lands.
§ 9.
The party of the proletariat must advise the proletarians and semi-proletarians of the countryside to strive to
form from each landlord estate a sufficiently large model farm, which would be run at public expense by the Soviets of Deputies from agricultural
workers under the guidance of agronomists and with the use of the best technical means.
4) Borgbjerg - Danish social-chauvinist, agent of the German imperialist
government, transmitted on April 23 (May 6) through the Exec.
Committee of the Petrograd Soviet an offer to all socialist parties
to take part in an international socialist conference.
