First Resolution

The Central Committee establishes two newspapers in Petrograd: a Central Organ and a popular one with a single editorial board. The Petrograd Committee receives a consultative voice in the editorial board of the Central Organ and a decisive voice in the popular organ. The Central Committee allocates a definite number of columns in both newspapers for servicing local interests of purely local significance.

Second Resolution

The Petrograd Committee resolves to participate in both newspapers which the Central Committee establishes, on the conditions which the Central Committee proposes, and to exert all efforts to more fully and broadly service the needs of local work and to develop in greater detail the general party line. Having grounds to fear that the Central Committee or the editorial board appointed by it may place excessive trust in comrades-internationalists who have diverged from Bolshevism, that the Central Committee will restrict the freedom and independence of local comrades, that the Central Committee will not grant them influence corresponding to that of leaders of local work, the Petrograd Committee elects a commission to formulate precise guarantees of the rights of the Petrograd Committee in the local section of both newspapers.
