You yourselves must take the matter in hand, you yourselves must verify each action—whether what has been entrusted to you has been done, whether you have been in contact with workers' organizations, and so forth. The workers will come to your aid in this. I permit myself to give you one piece of advice: through the control commission or through representatives of the regiments, verify each report, relying on no one, whether the order has been carried out, whether the information about supplies is accurate. Take the matter in hand yourselves, verify everything yourselves, account for every supply, every step—this is the best guarantee of success.
