The Commission proposed the adoption of a resolution outlining the direction in which the Party program should be revised: 1) in its assessment of imperialism in light of the impending social revolution; 2) sections pertaining to the state—namely, the vision of a state without a standing army, police, or privileged bureaucracy—must be amended; 3) outdated passages in the political program (concerning tsarism, and the like) ought to be removed; 4) the minimum program must be redrafted; 5) the economic section of the program, which has clearly become obsolete—as must the educational component of the program—should likewise be overhauled; 6–7) demands arising from the transformation of the structure of capitalist society—such as the nationalization of syndicated industries and the like—should be incorporated; 8) a characterization of the various currents within socialism should be added.
