The rapporteur for the justification of the first resolution was Comrade Lenin, who pointed out the necessity of dividing the resolution into three parts: the first, which contains a class-based analysis of the war; the second, devoted to the so‑called “revolutionary defense”; and the third, which provides an answer to the question of how to bring the war to an end. The first part of the resolution exposes the driving forces behind the imperialist war, establishes their connection with a specific stage in the development of capitalism, and elucidates the annexationist ambitions of the ruling classes in all countries. The second part offers a characterization of this distinctive trend. The third part outlines the path to ending the war, refuting the absurd slander about a “separate” peace—and instead pointing the way toward revolutionary class struggle for power.
