The Commissariat of Food's projects concerning "supply administrations," "delegate committees," and so forth, as well as the Supreme Council of the National Economy's projects concerning "district soviets of the national economy"{91} suggest the necessity of unifying such organizations.

** Supply and Marketing Committees (snabsbytcoms) attached to the Soviets of Workers', Soldiers', and Peasants' Deputies.

The cell should be consumer-productive (better than procurement-trading etc.) volost unions, performing the role both of supply committees and organs of marketing. The boundaries of volosts may be changed, if necessary.

In cities, similar functions might perhaps be assumed by committees organized by quarters or sections of streets.

If it were possible to create such committees as cells at the local level, then the unification of these committees would produce a network capable of correctly organizing the supply of the entire population with all necessities, and of organizing production on an all-state scale.

It is possible that instead of "unions," these would be "Soviets of Workers' and Peasants' Deputies" with the participation of trade employees and so forth and so on.

Each such union or committee or soviet (or snabsbytcom) would be divided into sections or departments by types of production, marketing, and kinds of supply products for the general regulation of production and consumption (the department of financing, or of income and expenditure in money, should exist at each snabsbytcom). Given the permission of the right to income taxation and credit without interest for the non-propertied, as well as universal labor obligation, this could be the cell of a socialist society. Volost banks should then be united with state savings banks, transforming themselves into an all-state accounting office, into the sum of the state's income and expenditure books.

The transportation of products, as well as the buying and selling of them, would be permitted only from one snabsbytcom to another, with the prohibition of all individual marketing. According to certificates from volost (generally "primary," lower) supply and marketing committees, products could be sold to individual persons from central warehouses, provided that passage is made through the books of volost and other supply and marketing committees (except within small units or for minor items). Without certificates from the snabsbytcom, no transportation of products would be permissible.
