Taking into account:

1) that the parties of Socialist-Revolutionaries, Menshevik Social-Democrats, and the like have in the overwhelming majority of cases gone over to the position of "revolutionary defensism," that is, support for the imperialist war (voting for the loan and support of the Provisional Government, representing the interests of capital);

2) that these parties through their entire policy conduct the interests and viewpoint of the petty bourgeoisie and corrupt the proletariat with bourgeois influence, persuading it that it is possible to change the imperialist policy of the government and turn back from the path of counterrevolutionary encroachments on freedom through agreements, "control," entry into the ministry, etc.;

3) that this policy feeds and strengthens the credulous and unconscious attitude of the masses toward capitalists; meanwhile such an attitude is the chief obstacle to the further development of the revolution and creates the possibility of its defeat by the forces of landlord and bourgeois counterrevolution, —

the conference resolves:

1) to recognize unification with parties and groups conducting this policy as absolutely impossible;

2) to recognize rapprochement and unification with groups and currents that in fact stand on the ground of internationalism as necessary on the basis of a break with the policy of petty-bourgeois betrayal of socialism.
