ON THE TRANSFER OF OSMAN'S QURAN TO MUSLIMS**

To the People's Commissar for Nationalities:

At the present time there is preserved in the State Public Library a sacred treasure, the patrimony of the entire Muslim world—Osman's Quran.

The sacred relics of Muslims should be in the hands of the Muslims themselves,—all Muslims of Russia desire this.

In fulfillment of the aspirations of all Russian Muslims, the regional Muslim Congress of the Petrograd National District has unanimously resolved:

1) The patrimony of all Muslims—the sacred Quran of Osman—should immediately pass into the possession of Muslims.

2) The sacred Quran of Osman should be handed over by the regional Congress to the national parliament of Muslims of Inner Russia and Siberia now in session in the city of Ufa.

3) The execution of the present resolution is entrusted to the chairman of the Congress.

On December 9 (22), 1917, an order signed by the Chairman of the Council of People's Commissars V. Ulyanov (Lenin) was directed to the People's Commissar of Enlightenment A. V. Lunacharsky regarding the immediate issue of the Quran from the State Public Library, where it had been preserved until that time (Archive of the Institute of Marxism-Leninism, doc. No. 42903; see also "Izvestia of the TsIK" No. 248, December 10, 1917).

** The Council of People's Commissars at its session of December 16 (29), 1917, having heard a report by I. V. Stalin on the Caucasus, resolved: "Grant 500,000 rubles according to the budget of the Department of Internal Affairs to the Baku Soviet for the struggle against Kaledin" (protocol No. 27, item 11).

ON THE LETTER FROM N. I. PODVOYSKY**

For the equipment of troops being formed in the Moscow Military District for the struggle against Kaledin, it is necessary to release into the disposition of the commander of the Moscow Military District one million (1,000,000) rubles from the Soviet fund (from the five-million fund).

Comrade Sergei Orjonikidze is appointed temporary Extraordinary Commissar of the Ukrainian District to unify the activities of the Soviet organizations functioning there in all branches of their work (military, food supply, banking, etc.).
