From every commissar introducing any matter whatsoever onto the agenda of the Council of People's Commissars, a preliminary written statement shall be required, indicating:

a) what the matter consists of (briefly); this indication may not be limited to a mere reference ("about such-and-such"), but must consist of a statement of the content of the matter;

b) what exactly is being proposed to the Council of People's Commissars? (to allocate funds; to adopt such-and-such a resolution, etc. – precise indications of what the person introducing the matter wishes);

c) does the given matter touch upon the departments of other commissars? which ones specifically? are there written opinions from them? 616
