A commission with the right to remove members of this commission, to appoint new ones, and generally to take all measures to ensure the correctness of the preparatory work for convening the Constituent Assembly.

1. Until the beginning of December (the 20th of November) 1917, the management of the elections remained in the hands of the "All-Russian Commission on Matters Concerning the Elections to the Constituent Assembly," organized on August 14 (1) 1917 by the Provisional Government. The commission was overwhelmingly composed of representatives of the Cadet and Right SR parties.
The Council of People's Commissars on November 19 (6) and 26 (13), 1917, appealed to the commission with a proposal to provide information about its work, but the commission refused to provide information.
On December 3 (November 20), 1917, the SNK adopted the following resolution:
"To entrust Petrovsky and Stalin to invite one member of the Military-Revolutionary Committee and another person as they see fit, and to take control of the commission for the Constituent Assembly, with the aim of seizing all documents related to the Constituent Assembly, for an orientation on the state of affairs" (Protocol of the SNK No. 5, December 3 (November 20), 1917).
On December 6 (November 23), M. S. Uritsky was appointed commissioner over the All-Russian Commission on Matters Concerning the Elections to the Constituent Assembly. The appointment of M. S. Uritsky was written by Lenin on the letterhead of the Chairman of the Council of People's Commissars. The document is dated and has the outgoing number 136. The appointment, under the title we provide, was published in the "Gazeta vremennogo rabochego i krest'yanskogo pravitel'stva" No. 17, December 7 (November 24), 1917. Printed from the manuscript.
2. M. S. Uritsky, after the October Revolution, worked as a commissioner of the Constituent Assembly. In 1918, while serving as the chairman of the Petrograd Extraordinary Commission for Combating Counter-Revolution, he was killed by Socialist-Revolutionaries.
