Having heard explanations from representatives of the Council of People's Commissars concerning the decree declaring the Cadets to be a party of enemies of the people and prescribing the arrest of members of the leading bodies of this party and Soviet supervision over the party as a whole, the Central Executive Committee confirms the necessity of the most decisive struggle against bourgeois counter-revolution, headed by the Cadet Party, which has unleashed a bitter civil war against the very foundations of the workers' and peasants' revolution.

The Central Executive Committee shall ensure and henceforth provide the Council of People's Commissars with its support on this path and rejects the protests of political groups whose waverings undermine the dictatorship of the proletariat and the poor peasantry.
