You proposed to me the organization of a group of staff officers and generals, possessing advanced military education and willing to engage in the development of military-technical issues of the armistice, which would allow Russia, without compromising its interests, to secure a cessation of hostilities.

I would very much request that, given the extreme urgency of this matter, you convene your group tomorrow morning.

TELEGRAM TO THE PODOLSK SOVIET. 18 NOVEMBER 1917. 7

and send me by tomorrow evening at least a brief outline of the key issues, points, and considerations for the armistice agreement (definition of the front line, conditions against the redeployment of troops to other fronts, control measures, etc.), as well as to indicate the person or persons who could, with full knowledge of the matter, participate directly in the negotiations.

I kindly ask you to respond to me via the messenger.
