RESOLUTION ON KACHANOVSKY’S TELEGRAM 1

Unclear. Please convey the opinion of the provincial commission as to why the volost is petitioning for the county [?].
1 The resolution was written on the reverse side of a telegram from Leonpol, Vilna Governorate, sent by Kachanovsky, Chairman of the Volost Electoral Commission, to the Petrograd Military-Revolutionary Committee.
Kachanovsky reported that he had received a telegram from the Chairman of the County Electoral Commission regarding the postponement of elections to the Constituent Assembly until late November, and he requested that this directive be confirmed.

On November, the Petrograd Military-Revolutionary Committee dispatched a telegram to Leonpol, to the Volost Electoral Commission, with the following content: “Please address the Provincial Electoral Commission with an inquiry concerning the reasons for the postponement of the elections” (see Central State Archive of the Russian Federation, fond 1236, op. 1, file 32, folio 3).
