AMENDMENTS TO THE DECREE ON THE STATE
MONOPOLY ON ADVERTISEMENTS¹.
Later than 17 (4) — earlier than 21 (8) November 1917]
Decree on the introduction of the state monopoly
on advertisements.
1. The printing for payment of advertisements in periodical
press publications, as well as in collections and posters, and also the delivery of
advertisements to kiosks, offices, and similar institutions, is declared
a monopoly of the state.
2. Only publications of the Provisional Workers' and Peasants' Government in Petrograd
and publications of local Soviets of Workers', Soldiers' and Peasants'
Deputies may print such advertisements. Newspapers not having
the right to do so are to be closed down for printing advertisements for payment.
3. Owners of newspapers, offices for placing advertisements, as well
as all employees in offices, forwarding departments, and any kind of
enterprises of this sort are obliged to remain at their work until
its transfer to the state in the person of the above-mentioned bodies, being responsible
for its complete order, for ensuring continuity in the operation of the
enterprises, and for the transfer to the publications of the Soviets of all private
advertisements, as well as all monetary sums for advertisements received, and
also complete accounts with supporting documents.
4. All managers of publications and enterprises placing
advertisements for payment, as well as all employees and workers of
these enterprises, are obliged to immediately assemble in city
meetings and unite first into city unions, and then
into an All-Russian Union for the more successful and proper
organization of the matter, the acceptance and placement in Soviet publications of private
advertisements, and also for the elaboration of rules for the reception and printing
of these advertisements more convenient for the population.
5. Those guilty of concealing documents or sums, as well as of
[negligence in the execution of] sabotage of the measure indicated in §§ 3 and 4,
[shall be punished by a fine of up to 5,000 rubles] shall be punished by confiscation of all
property and imprisonment of up to 3 years.
6. The paid placement of advertisements in private publications, in
the form of reports, advertising articles [and the like] or other
disguised forms [shall be punished by a fine of up to 10,000 rubles] shall entail
the same punishment.
[7. The maintenance of employees and workers of the above-mentioned enterprises
until their transfer to the state shall be carried out from the sums [subject to transfer] of those
enterprises in which these employees and workers are employed.]
[8.] 7. Enterprises [in whole or in part may be confiscated] for the reception and delivery
of advertisements shall be confiscated by the state,
with the payment, in case of need, of a temporary state
allowance
to the owners p \.
[Such allowance is obligatorily
issued in an amount determined by the Soviet.
To small
proprietors,
depositors, and shareholders of the confiscated enterprises [their
deposits shall be fully returned].
[9.] 8. All [existing] publications, offices, forwarding departments, and
generally enterprises placing paid advertisements are obliged
[not later than 7 days from the day this decree enters into force] immediately
to provide the Soviets of Workers' and Soldiers' Deputies with accurate
information about their location [under threat of a fine of up to 5,000 rubles] and
to proceed with the transfer of affairs and the delivery of advertisements, under threat
of the punishments indicated in § 5.
[In those places where there exist separate Soviets of Workers', Soldiers'
and Peasants' Deputies, these soviets shall agree among
themselves on the publication of one Soviet organ for advertisements.]

The amendments were made by Lenin to the text written by A. V. Lunacharsky,
whom Lenin, after his speech on 17 (4) November at the All-Russian Central Executive Committee,
entrusted with writing this decree. Having reviewed the decree and introduced amendments
in the sense of strengthening repressions, Lenin signed the decree. The decree was
published in "Gazette of the Prov. Work. and Peas. Govern." No. 6 of 21 (8) November
(see "Coll. of Leg. and Ord." No. 2, 17 (4) December 1917). Later, in 1921,
Lenin referred to this decree in his speech at the Moscow Gubernia Party
Conference (see Works, Vol. XXVII, pp. 62—63).
