210 (23) October 1917, a meeting of the Central Committee of the RSDLP(b) was held in Petrograd (Naberezhnaya River Karpovka, 32/1, square 31).

Agenda: 1) Romanian front. 2) Lithuanians. 3) Minsk and the Northern Front. 4) The current moment. 5) The regional congress. 6) Withdrawal of troops.

On the 4th question Lenin spoke and proposed a resolution on the preparation of an armed uprising, which was adopted by 10 votes, against - 2 (G.E.Zinoviev and L.B.Kamenev).

3It is a question of establishing the number of seats of deputies from provincial peasant councils in the united VTsIK of Soviets of Workers', Peasants' and Soldiers' Deputies. In the resolution of the VTsIK of November 2 (15), 1917, it was stated that 75 seats were given to peasant deputies (see: Decrees of Soviet power. Vol. I, p. 35). On November 15 (28) the merger of the All-Russian Central Executive Committee of Soviets of Workers' and Soldiers' Deputies with the Executive Committee elected at the Extraordinary Peasants' Congress took place. The number of seats for deputies from workers' and soldiers' councils and deputies from peasant councils was set the same (108 each) (see: Decrees of Soviet Power. Vol. I, pp. 88 and 101).
