DRAFT RESOLUTION OF THE CIIK.
S.N.K. instructs the Commissariat of Justice to revise the draft decree on tribunals, with the aim of eliminating sole authority—(the “tribunal”—and shifting the focus not toward minor adjustments to institutions established since October 1917, but rather toward the practical outcomes of efforts to create courts that are genuinely swift and, in fact, ruthlessly revolutionary in their crackdown on counter‑revolutionaries, bribe‑takers, disruptors, and those who undermine discipline.
The revised draft is to be printed and submitted to the C.I.K.

Lenin had in mind the original draft of the decree on revolutionary tribunals, which was submitted to the Council of People’s Commissars for approval on March 30, 1918, by the People’s Commissar of Justice, I.I. Stuchka. During the discussion of this matter, the Council of People’s Commissars adopted the resolution proposed by Lenin (Document “B”).


The draft decree on revolutionary tribunals, revised by the People’s Commissariat of Justice in accordance with Lenin’s directives, was once again debated and approved at a session of the C.I.K. on May 4, 1918 (see “Appendix” below).
