DUTIES OF THE GUARD AT THE CHAIRMAN OF THE
COUNCIL OF PEOPLE'S COMMISSARS
No earlier than October 27 (November 9), 1917
1. Do not let anyone through except the People's Commissars
(if the orderly does not know them by sight, he must demand a ticket,
i.e., identification from them).
2. Demand that everyone else write down their name on paper
and in a few words the purpose of the visit. The orderly
must pass this note to the chairman and not let anyone into the room
without his permission.
3. When there is no one in the room, keep the door ajar
to hear telephone calls and invite one of the secretaries to the telephone.
4. When there is someone in the chairman's room, keep
the door always closed.

ORDER FOR THE MINISTRY OF FINANCE
October 30 (November 12), 1917
The Temporary Deputy People's Commissar for the Ministry of Finance
draws the attention of the residents of Petrograd to the fact
that employees of the treasuries and savings banks, neglecting
the interests of the poor and broad sections of the population, disrupt
the work of banks.
A strike by officials is unacceptable. Tomorrow, October 31, activities
must be carried out at the usual time in all institutions
of the Ministry of Finance.

If the strike continues in any institutions of the Ministry of Finance,
the heads of these institutions will be immediately arrested.

I demand the inclusion of the following urgent questions on the agenda of the Council of People's Commissars:
1) Commissariats for Food and Agriculture.
2) The issue of streamlining trade with Finland in connection
with the currency (Finnish) issue.
3) The issue of postponement (partial) of elections to the Constituent Assembly.
4) The issue of Ukraine and the Rada.
5) The issue of nationalization of the coal industry.
6) The issue of credits to the Commissariats*.
