2. All power in the state must pass exclusively to the representatives of the Soviets of Workers’, Soldiers’ and Peasants’ Deputies on the basis of a definite programme and with the full accountability of the power to the Soviets. Re-elections of the Soviets must be immediately carried out, both in order to take stock of the entire popular experience of the last, especially eventful, weeks of the revolution, and to eliminate the glaring injustices (disproportionalities, inequalities of elections, etc.) that have remained uncorrected in some places.

All power in the localities, where there are as yet no democratically elected institutions, and in the army must pass exclusively to the local Soviets and to the commissars elected by them and other institutions, only elected ones.

Unconditionally and everywhere, with the full support of the state, the arming of the workers and of the revolutionary troops, i.e., those who have proved in practice their ability to suppress the Kornilovites, must be carried out.
