The forthcoming still tense struggle with the White Polish army makes it impossible for the Central Committee of the R.C.P. to concentrate exclusive attention on the Wrangel front.

It is necessary that the Central Committee of the C.P.U. for its part take measures to assign to the Wrangel front a considerable number of best workers capable of raising the combat effectiveness of units, strengthening the rear, conducting a struggle against desertion, banditry in the immediate rear, etc. Report the measures taken to the Central Committee of the R.C.P.
