How does an ordinary bourgeois government differ from an extraordinary, revolutionary one that does not consider itself bourgeois?

They say, in the following way:

An ordinary bourgeois government can ban manifestations only by reckoning with the constitution and first introducing martial law.

An extraordinary and almost socialist government can ban demonstrations without any conditions whatsoever and by referring to "facts" known only to itself.
