6. The Kornilov and Kaledin uprising was supported by the entire class of landlords and capitalists, with the C.D. party (the “people’s freedom” party) at their head. This has been fully proven already by the facts published in *Izvestia of the Central Executive Committee*.

But nothing has been done either for the complete suppression of this counter-revolution or even for its investigation, and nothing serious can be done without the transfer of power to the Soviets. No commission, lacking state power, is capable of carrying out a full investigation, arresting the guilty, etc. Only the Soviet government can and must do this. Only it can, by arresting the Kornilovite generals and the leaders of the bourgeois counter-revolution (Guchkov, Milyukov, Ryabushinsky, Maklakov & Co.), dissolving counter-revolutionary leagues (the State Duma, the officers’ leagues, etc.), placing their members under the supervision of local Soviets, and disbanding counter-revolutionary units, safeguard Russia against the inevitable recurrence of “Kornilovite” attempts.

Only it can set up a commission for the full and public investigation of the Kornilovite affair, as of all other affairs, even if they are initiated by the bourgeoisie, and only to such a commission would the Bolshevik Party, for its part, call upon the workers to render complete obedience and assistance.

Only the Soviet government could successfully combat such a crying injustice as the seizure by the capitalists, with the aid of the millions looted from the people, of the largest printing plants and the majority of newspapers. It is necessary to close down the bourgeois counter-revolutionary newspapers (*Rech*, *Russkoye Slovo*, etc.), confiscate their printing plants, proclaim private advertisements in the newspapers a state monopoly, and transfer them to the government newspaper published by the Soviets and telling the peasants the truth. Only thus can and must the weapon of unpunished lying and slander, of deceiving the people, of misleading the peasantry, and of preparing counter-revolution be torn from the hands of the bourgeoisie.
