4. The Soviet government must immediately declare private ownership of landlord lands abolished without redemption and transfer these lands to the administration of peasant committees, pending the decision of the Constituent Assembly. The landlord inventory must also be placed under the administration of the same peasant committees, so as to be unconditionally placed first and free of charge at the disposal of the poorest peasants.

Such measures, long demanded by the vast majority of the peasantry both in the resolutions of their congresses and in hundreds of mandates from the localities (as is evident, among other things, from the summary of 242 mandates in "Izvestia of the Soviet of Peasants' Deputies"), are unconditionally and urgently necessary. No postponements, from which the peasantry suffered so much during the "coalition" ministry, are any longer permissible.

Any government that would delay with these measures must be declared an anti-popular government, worthy of being overthrown and crushed by an uprising of the workers and peasants. And, conversely, only a government that has implemented these measures will be a government of the whole people.
