Zurück von Zimmerwald, nach rechts, zum Sozialpazifismus
zur Stellungnahme des Zentrums, zum «Frieden» mit den sozial-
patriotischen Führern, keine Massenaktionen, keine Revolutionie-
rung der Bewegung, keine Regeneration der Partei!— das ist Stand-
punkt Grimms.
Hoffentlich wird er endlich die Augen der Linksradikalen der
Schweiz auf seine Zentrumsposition öffnen.

DER SCHUTZ DER NEUTRALITÄT.
January 1917. Zurich.
Angenommen den Satz, der heutige Krieg sei ein imperialist-
scher d. h. ein Krieg zwischen zwei großen Bäubern um die Beherrschung und Ausplünderung der Welt, — ist
damit noch nicht bewiesen, dass die Vaterlandsverteidigung der Schweiz abzu-
lehnen sei. Wir, Schweizer, schützen eben unsere Neutralität, wir
besetzen unsere Grenzen militärisch eben um Teilnahme an diesen
Raubkriegen zu vermeiden!
So die Sozialpatrioten, die Grütlianer außerhalb und innerhalb
der sozialistischen Partei.
Dieses Argument basiert auf folgenden stillschweigend zu ak-
zeptierenden oder einzuschmuggelnden Voraussetzungen:
Kritikloses Wiederholen dessen, was die Bourgeoisie sagt und
was sie um ihre Klassenherrschaft zu wahren sagen muss.
Volles Vertrauen der Bourgeoisie, volles Misstrauen dem Pro-
letariat gegenüber.
Ignorierung der wirklichen, nicht vorgetauschten, internationalen Lage, die sich aus imperialistischen Verhältnissen zwischen allen euro-
päischen Ländern und aus der imperialistischen "Gebundenheit" der schweizerischen Kapitalistenklasse zusammensetzt.

THE DEFENSE OF NEUTRALITY

Back from Zimmerwald, to the right, to social-pacifism, to the
position of the center, to collaboration with social-patriotic leaders, no
mass demonstrations, no revolutionizing of the movement, no renewal of the party! - Such is the point of view
of Grimm.
Hopefully, it will finally open the eyes of the Swiss left radicals to his centrist position.
Lenin gives a detailed critique of Turati's speech in the Italian parliament on December 17, 1916 in his article: "Bourgeois Pacifism and Socialist Pacifism" (see Works, Vol. XIX, p. 359).

The demonstration on Potsdam Square in Berlin, during which
K. Liebknecht was arrested for distributing anti-war leaflets,
took place on May 1, 1916.
THE DEFENSE OF NEUTRALITY.
January 1917. Zurich.
The recognition of the position that the present war is
imperialist, i.e. a war between two major predators for domination of the world and its plunder, does not yet prove
that it is necessary to reject the defense of the Swiss fatherland. We,
the Swiss, are defending precisely our neutrality, we have occupied our
borders with troops precisely in order to avoid participation in
this predatory war!
This is what the social-patriots, the Grütlians, inside and outside
the socialist party, are saying.
This argument is based on the following tacitly accepted or subtly slipped-in premises:
Uncritical repetition of what the bourgeoisie says and what it must say to preserve its class
domination.
Full confidence in the bourgeoisie and full distrust towards
the proletariat.
Ignoring the real, not fictitious, international situation, which has developed on the basis of imperialistic
relations between all European countries and the imperialist "connectedness" of the Swiss
capitalist class.

Hat die rumänische und die bulgarische Bourgeoisie nicht Mo-
nate lang auf das feierlichste versichert, ihre militärische Vorbe-
reitungen galten "nur" dem angeblichen Schutze der Neutralität?
Gibt es ernsthafte, wissenschaftliche Gründe, um in dieser Be-
ziehung einen prinzipiellen Unterschied zwischen den genannten und
der schweizerischen Bourgeoisie machen zu dürfen?
Sicher nicht! Wenn man darauf hinweist, dass in Rumänien
und Bulgarien die Bourgeoisie notorische Eroberungs- beziehungs-
weise, Annexionsgelüste hatte und dass solche Bestrebungen in Bezug
auf die schweizerische Bourgeoisie nicht festgestellt sein können,
so ist es eben kein prinzipieller Unterschied. Die imperialistischen
Interessen lassen sich, wie allgemein bekannt, nicht nur durch ter-
ritoriale Erwerbungen verwirklichen, sondern auch durch finanzielle.
Die schweizerische Bourgeoisie exportiert -das darf nicht übersehen
werden — mindestens 3 Milliarden Fr. Kapital, also beutet imperial-
istisch zurückgebliebene Völker aus. Das ist Tatsache. Tatsache
ist auch, dass das schweizerische Bankkapital in innigster Verbin-
dung und Verflechtung mit dem Bankkapital der Großmächte steht,
dass die "Fremdenindustrie" in der Schweiz u. s. w. die ständige
Teilung des imperialistischen Reichtums zwischen den Großmächten
und der Schweiz bedeutet. Und dazu ist die Schweiz ungemein
höher kapitalistisch entwickelt, als Rumänien und Bulgarien; von
irgendwelcher "nationaler" Volkshewegung kann in der Schweiz
absolut nicht die Rede sein, diese Epoche der geschichtlichen Ent-
wicklung ist für die Schweiz vor Jahrhunderten schon abgeschlossen,
was von keinem der genannten Balkanländern gesagt werden kann.
Also: es ziemt einem Bourgeois dem Volke, den Ausgebeuteten
Vertrauen an die Bourgeoisie einflößen zu wollen, die wirkliche
imperialistische Politik "seiner" Bourgeoisie durch plausible Redens-
arten verdecken zu suchen.
Einem Sozialisten ziemt etwas ganz anderes. Nämlich: diese
wirkliche Politik "seiner" Bourgeoisie ohne Illusionen und unbarm-
herzig zu entlarven. Die Fortsetzung dieser wirklichen Politik
der schweizerischen Bourgeoisie wäre viel eher und "natürlicher"
(d. h. der Natur dieser Bourgeoisie entsprechender), dass sie ihr Volk
an die eine oder an die andere imperialistische Mächtekoalition
verkauft, als dass sie die Demokratie im wahren Sinne des Wortes

Has not the Romanian and Bulgarian bourgeoisie, for months,
assured most solemnly that their military preparations were "only" for the alleged protection of neutrality?
Are there serious, scientific reasons to make a fundamental difference in this regard between the aforementioned and
the Swiss bourgeoisie?
Certainly not! If it is pointed out that in Romania and Bulgaria the bourgeoisie had notorious desires for conquest or,
respectively, annexation, and that such aspirations cannot be established in relation
to the Swiss bourgeoisie, then there is no fundamental difference. The imperialistic
interests can be realized, as is well known, not only through
territorial acquisitions, but also through financial ones.
The Swiss bourgeoisie exports - this must not be overlooked
- at least 3 billion francs of capital, thus exploiting imperialistically backward peoples. This is a fact. A fact
is also that Swiss banking capital is in the closest connection
and entanglement with the banking capital of the great powers,
that the "tourism industry" in Switzerland, etc., is the constant
division of imperialist wealth between the great powers
and Switzerland. And Switzerland is far more highly developed capitalistically than Romania and Bulgaria; of
any kind of "national" popular movement there can be absolutely no question in Switzerland, this epoch of historical
development has already been completed for Switzerland centuries ago,
which cannot be said of any of the Balkan countries mentioned.
So: it is befitting a bourgeois to want to instill confidence in the people, the exploited, in the bourgeoisie, to seek to conceal the real
imperialistic policy of "his" bourgeoisie with plausible rhetoric.
Something completely different is befitting a socialist. Namely: to unmask
this real policy of "his" bourgeoisie without illusions and mercilessly. The continuation of this real policy
of the Swiss bourgeoisie would be much more likely and "natural"
(i.e. corresponding to the nature of this bourgeoisie) that it would sell its people
to one or the other imperialist coalition of powers than that it would practice democracy in the true sense of the word.

DEFENSE OF NEUTRALITY
Did not the Romanian and Bulgarian bourgeoisie assure for
months on end in the most solemn manner that their military preparations were allegedly dictated by "defense of neutrality"?
Are there serious, scientific grounds for drawing a fundamental distinction in this matter between the aforementioned
bourgeoisies and the Swiss bourgeoisie?
Of course not! When it is pointed out that in Romania and
Bulgaria the bourgeoisie is obsessed with a passion for conquests and annexations,
while this cannot be established with respect to the Swiss bourgeoisie,
this cannot be considered a fundamental distinction. Imperialist interests manifest themselves, as everyone knows,
not only in territorial acquisitions, but also in financial ones.
It should not be forgotten that the Swiss bourgeoisie has exported
capital of at least 3 billion francs, i.e.
imperialistically exploits backward peoples. That is a fact.
It is also a fact that Swiss banking capital is most closely
connected and intertwined with the banking capital of the great
powers, that the "Fremdenindustrie" in Switzerland, etc., signifies
a constant division of imperialist wealth between the great
powers and Switzerland. In addition, Switzerland is at a much
higher stage of capitalist development than Romania and
Bulgaria; any "national" people's movement in
Switzerland is absolutely out of the question. This epoch of historical
development ended for Switzerland many centuries ago, which cannot be said of any of the above-mentioned Balkan
states.
Thus: it behooves the bourgeois to strive to instill in the people, the exploited, trust in the bourgeoisie, and to try to
cover up with suitable phrases the actual imperialist policy of "their" bourgeoisie.
A socialist, however, is behooved to do something completely different. Namely: mercilessly,
without allowing any illusions, to expose the actual policy
of "their" bourgeoisie. Such a continuation of this actual
policy of the Swiss bourgeoisie, such as selling its people to one
or another imperialist coalition of powers, would be much more probable and much more "natural" (i.e. more appropriate) — servicing
foreigners coming to Switzerland.
