Is it expedient, as a reward for this exploit, to give Radek the right of “discussion” and the publishers the right to hide behind Radek? This will be not a discussion, but squabbling and intrigue, (1) *Gazeta Robotnicza* (II. 1916), in which Radek participates, printed purely squabbling sallies against us and a resolution of a “Nashe Slovo” character. 302 (2) Now in the question of the assessment of the Irish rebellion (a most important question, is it not? not bare “theory”!) both Radek and Kulisher (a Cadet in *Rech*) 303 came together, stupidly dubbing it a “putsch”.

Incredible, but a fact!

If the publishers want, under the guise of “discussion,” to give a tribune to all foreign groups that wish to fight our party without joining it, this is not a discussion, this is a game.

If they do not want, why not decide precisely, for example, that the right of discussion is limited to (1) members of the editorial board; (2) organisations in Russia; (3) the CC Abroad as the party organisation abroad?

*Kommunist* was an alliance with the Dutch and Radek. This alliance has been changed by the fact that we have been pushed out from editors to contributors in the Dutch-Radek journal. So do not entertain harmful illusions that the alliance remains as before!! Harmful illusions!!

We must ourselves go forward, not letting our hands be tied. By no means.

Practical conclusion: think over (and I will think over and write to Gr.) the following points:

1) the composition of the editorial board is changed: 5 or 7 (see above);
2) a different name is taken (*Sbornik* [Symposium], etc.);
3) a precise constitution on discussions (e.g., in the spirit of | ;
4) place of publication Switzerland (You are silent about this point. What is the matter?);
5) the income is divided thus and so. Will the publishers agree to give 1/2 for transport and for the upkeep of the organiser of communications, etc., i.e., you?
