**Schubert's Resolution**  

1. The International Socialist Conference declares that the ISB has proven completely incapable of fulfilling the duties assigned to it by the international socialist congresses regarding the struggle against war, and is currently inactive, despite it being its imperative duty to take action.  

2. This inaction also stems from the support of sections of the International for the militaristic policies of bourgeois governments and their participation in those policies.  

3. As long as the conduct of the national sections does not change, there can be no talk of the ISB acting in the spirit of proletarian class interests.  

4. The prerequisite for the ISB to carry out its assigned duties is a fundamental change in the behavior of official socialist parties toward war and the policies of bourgeois governments.  

5. Until this change occurs and the representatives in the ISB continue to uphold policies of civil peace, the convening of the ISB is pointless.
