The sentiment of the masses in favor of peace often expresses the beginning of protest, indignation, and awareness of the reactionary character of war. It is the duty of all Social-Democrats to utilize this sentiment. They will take the most active part in any movement and in any demonstration on this basis, but they will not deceive the people by allowing the notion that, in the absence of a revolutionary movement, peace without annexations, without the oppression of nations, without plunder, without the seeds of new wars among the present governments and ruling classes, is possible. Such deception of the people would serve only the interests of the secret diplomacy of the warring governments and their counter-revolutionary plans. Whoever desires a durable and democratic peace must stand for civil war against governments and the bourgeoisie.
