I am sending Pannkoek's article 140. I strongly advise you to provide it with the attached note from the editors (and forward this note to the author)**.

I am sending sketches of a pamphlet plan (return it)***. I advise (both of us) to immediately get down to work, think over each phrase, rework, compress and - publish in Russian (for the anniversary of the war). And then in 3 more languages.

I think that two goals are compatible:

1) Vademecum**** for Russian Social-Democrats, agitators and "workers' leaders".

Clearly, popularly, precisely, a summary of all arguments. Clear conclusion: the correctness of excluding "Nasha Zarya," the struggle against it and against the Organization Committee + Chkheidze.
Vademecum for elections to the State Duma.

2) Accurate statement for abroad: a more serious political matter for
rallying the Third International than a dozen conversations and meetings with a dozen

APPENDIX TO THE LETTER
From the editors. We fully agree in all the fundamental and essential aspects with the excellent
article by Comrade A. Pannekoek, but we find the last lines of it too pessimistic. We have the masses behind us, the opportunists, social-chauvinists and "Kautskyites" have a minority, often a negligible minority of officials, aristocracy, philistines and
petty bourgeois. With the correct tactics against the opportunists, i.e., by excluding them and
consistently fighting against them, we will have both large organizations and the legal and
illegal apparatus of the revolutionary party behind us.
