Dear Comrade Wijnkoop!

I am sending you the resolutions of our party, translated by Comrade Radek*. It seems to me — after I have read your resolutions — that between us there undoubtedly exists a principled solidarity.

Comrade Radek writes to me that we must work out theses together, rather than resolutions (we — that is, the Dutch Social-Democratic Party, our party, the Polish social-democratic "opposition," and probably also Latvian social-democracy).

In my opinion, it matters little whether theses or resolutions: what is important is that we formulate revolutionary tactics clearly and in popular form, clarify the imperialist character of the war, and defend Marxism against the falsifications of Kautsky, Plekhanov and Co.

Unfortunately, Radek has not yet sent me his draft declaration. I hope that you, after reading our resolutions, will answer me as soon as possible whether you agree with us in principle. Everything must be ready by 7–10 August.

If you can say with complete certainty that someone from your group will be able to be in Bern on 7–10 August, then it will perhaps be possible to organize a small conference in Bern and work out the theses jointly. If not, we shall have to coordinate through correspondence, which requires a great deal of time.
