There were 3 electors from the workers' curia: Zalevsky, Bronovsky and Yagello. Both the first ones are opposition. (If Rosa gets around this, pull her by the tongue. If she denies it, demand the protocol, promising that we will expose Rosa's falsehoods.) So all S.-D. electors from Warsaw = opposition (elections to the IV Duma). And in the rest of Poland? Unknown!! Give me the names of the electors!!

Kautsky's letter against Rosa and for the opposition was in *Pravda* 340.

I am sending this issue to Popov. It can be cited.

In general, it seems to me I have sent you rather too much "in the greatest detail" (as you requested), than too little.

In any case, the three of you will always find arguments and facts, and you are always entitled to confer separately—about the appointment of the delegation's speaker etc.

OK and the Bund will lie shamelessly:

..."And they too have an underground. Recognized by the August Conference"...

Lies! Foreign literature. Newspapers?

The departure of the Latvians? Their verdict?

Quotations from *Our Dawn* and *The Ray* against the underground!! (Are these "unfortunate phrases"?? Lies! This is said down below by a clique, a handful of liquidationist workers, and this is crying disorganization.)

Or: you too have no underground, and *Pravda* in 40,000 copies shouts about the underground? Or are workers letting themselves be deceived??

And the summer conference of 1913 and its decision: the Six deputies to come forward. And then 6,722 votes for us, 2,985 against. A majority of 70%!!

Lean harder on the trade unions and insurance funds: this has enormous influence on Europeans. We will not allow the liquidators to disorganize our solid majority in the trade unions and insurance funds!!

I've forgotten the money question. We will pay for letters, telegrams (please wire oftener) & railway expenses, hotel expenses & so on. Mind it!

If possible try to be on Wednesday evening already in Brussels in order to arrange, prepare the delegation, get into harmony & so on.

If you succeed to receive the first report, for 1-2 hours,—it is almost all*. After that it remains to "kick back," fish out "their" contrepropositions** (on all 14 questions) and declare: we disagree, we will bring it before our party's congress. (We will not accept a single one of their proposals.)

Very truly. Yours V. I.

If the question of stockholders' money comes up, refer to the resolution of January 1912*** and refuse to speak further. We, they say, do not renounce our right!!

I am sending Popov Plekhanov's articles (from *Pravda*) on the liquidators****. Quote them and say that *Pravda* has remained of the same opinion.

If possible, try already on Wednesday evening to be in Brussels in order to come to an agreement, prepare the delegation, get into harmony, etc.
