My dear & dearest friend! The precedent letter1I've sent in too much hurry. Now I can more quietly speak about our "business "2*.

I hope you have understood the report2? The most important are terms 1-133- (and then 144-slanderous, less important). They need to be presented more prominently.

NB: Insert about the demonstration on 4.IV.19145 of the report on the issue of the opening of the newspaper. About Plekh[anov's] "Unity "6 - in the report on the question of foreign groups.

I am sure that you are one of those people who develop, grow stronger and bolder when they are alone in a responsible position - and therefore I persistently disbelieve the pessimists, i.e. those who say that you.... hardly... Nonsense and nonsense! I don't believe it! You're excellent! With a fine tongue firmly you'll smash them all, and you won't let Vandervelde snip and shout. (In case of what protest formal kovsemuIspolyumnymi komittee and threaten to leave, + written [written] protest of the entire delegation).

The report should be given to you. You will say that you are asking for it and have precise practical suggestions. What can be more practical and businesslike? We are ours, you are yours, we'll see. Either we will accept the general ones or we will report to our congresses, we to the congress of our party. (And in reality, clearly, we will accept nothing).

In my opinion, the nail is to prove that only we are the party (there the bloc is a fiction or a group), only we are the workers (there the bourgeoisie, giving money and approving), only we are the majority, 4/5.

That's one. And the second: explain more popularly (I would not be able to do it without language, but you will) that OOC= fiction. Reality, covered by it, is only a group of literati in St. Petersburg. Proof? Literature...

The collapse of the Avgustovsky bloc (cf. "Enlightenment" No. 5 of mine).

(NB the departure of the Latvians). article7, I send it to Popov).

The argument: the Latvians have a small preponderance of yours (i.e. the Bolsheviks), your Bollshinstw is small. Answer: Yes, not enough. If you want to wait, it will be ecrasante3* soon.

We expelled in Januaryaret 1912 a group of liquidators from the Party8. The result? Have they created a better party? No. They have a complete collapse of the August bloc, - the bourgeoisie's help for them - the workers' flight from them. Either accept our conditions or no rapprochement4*, let alone unite5*!!!!

Arguments against Jagiello:A foreign party. We don't trust it. Let the Poles unite.

The argument against Rosa Luxemburg: it is not her party that is real, but the "opposition". Proof: from Warsaw there were 3 electors for the Workers' Party: Zalewski, Bronowski and Jagiello. Both the first two are the opposition. (If Rosa gets around it, pull her tongue. If she denies it, demand a protocol, promising that we will expose Rosa L[yuksemburg's untruths). So, the all-Warsaw electors = opposition (elections to the Fourth Duma). And in the rest of Poland? We don't know!!! Give us the names of the electors!!!

[ Kautsky's letter against Rosa and in favor of the opposition was in Pravda9.

[I'm sending this No. to Popov. I can quote.

In general, I seem to have sent you rather too much "detailed" (as you requested) than too little.

In any case, the three of you10 will always find arguments and facts, and you always have the right to consult especially about the appointment of] a speaker for the delegation etc.

The OK and the Bund will be nachal: ... "And they have an underground. Recognized by the Austustov Konfonfederation" ....

Not true! Zagranich literature. Newspapers?

The departure of the Latvians? 11Their verdict?

Quotations from "Nasha Zry"12and "Lucha "13 against the underground!!! (Are these "unfortunate phrases"? Not true! It is said by a handful of liquidatorial workers, and it is a blatant disorganization).

Or: and you have no underground

{ And "Pravda" with 40,000 copies screams about the underground?} Or do the workers let themselves be deceived?

{ And the meeting of the summer of 1913 and its decision: to speak to the 6 deputies}. And then 6722 votes for us, 2985 against. 70% majority!!!

The trade unions and insurance funds are more severely affected: it affects the Europeans. We will not allow the liquidators to disorganize our solid bolishing in the trade unions and insurance funds!!!!

Oh, I would like to kiss you thousand times greeting you & wishing you but success: I am fully sure that you will be victorious.

Yours truly W.I.

I've forgotten the money question. We will pay for letters, teleggrams(please wire oftener) & railway expenses, hotel expenses & so on. Mind it!

If possible try to be on Wednesday evening already in Brussels in order to arrange, prepare the delegation, sing & so on.

If you succeed to receive the first rapport, for 1-2 hours, - it is almost all6*.

Then it remains to "fight back", get "their" contre-propositions7* (on all 14 questions) and declare: we disagree, we will bring it to the congress of our party. (We will not accept any of their proposals).

Very truly. Yours W.I.

If the question of holding money comes up, refer to the resolution of January, 191214, and refuse to speak further. We're not giving up our right!

I send Popov Plekhanov's article (from "Pravda") on oliquidators15. To quote it and to say that Pravda remained the same.

It is published with the footnotes - Lenin V.I. Poln. sobr. op. cit. 48, с. 307-312.

Fund 2, op. 1, d. 3327 - autograph.

1* The letter has a note I.F.Armand: "July 16, 1914" - on the basis of which the letter is dated.

2* My dear, dearest friend! I sent the previous letter in too great a hurry. Now I can speak more calmly about our "business".

3* Overwhelming (French).

4* Convergences (français).

5* Unity (français).

6* Oh, I wish I could kiss you a thousand times, greet you and wish you success: I am quite sure you will be victorious. Sincerely yours V.I.

I forgot about the money question. We will pay for letters, telegrams (please telegraph more often) and railroad expenses, hotel expenses, etc. Remember this!

If possible, try to be in Brussels as early as Wednesday evening to make arrangements, prepare the delegation, sing, etc. If you manage to get a first report for 1-2 hours - that's pretty much it (English).

7* Counter-proposals (English).

1The letter was sent to the addressee following the report of the Central Committee of the RSDLP sent by Lenin, that is, later than June 27 (July 10), 1914.

2Report of the Central Committee of the RSDLP to the Brussels meeting of the International Socialist Bureau - see: Lenin V.I. Complete Collected Works, vol. 25, pp. 361-405.

3See ibid. 384-391.

4See ibid. p. 392-395.

5See ibid. pp. 377-381.

6See ibid. p. 374.

7V.I.Lenin suggests reading his article "On the Violation of Unity Covered by Cries of Unity" in the journal "Enlightenment" No. 5, May 1914 (see: Lenin V.I., Vol. 25, pp. 185-206).

8This refers to the decision of the VI (Prague) Conference of the RSDLP "On Liquidationism and on the group of liquidators" (see: The CPSU in Resolutions and Decisions of Congresses, Conferences and Plenums of the Central Committee. 9th ed., vol. 1, pp. 399-400).

9This is a letter of K. Kautsky against R. Luxemburg (concerning the report on the meeting of the ISB), published in the newspaper Vorwarts No. 339, December 11 (24), 1913. It was reprinted in translation in the newspaper "Proletarskaya Pravda" No. 12, December 20, 1913 (January 2, 1914), with an afterword by V.I. Lenin (see: Lenin V.I. Complete Works, vol. 24, pp. 255-256).

10See doc. 72, note 1.

11It is possible that this refers to the resolution of the IV Congress of the Social-Democracy of the Latvian Region on joining the decisions of the V and VI (Prague) conferences of the RSDLP and withdrawing its representative from the Organizing Committee because the latter "did not dissociate itself from the liquidators". The resolution of the SDLC Central Committee on unification was published on April 4 (17), 1914 in the newspaper "Trudovaya Pravda" No. 32, and was positively evaluated by V.I.Lenin, who noted that the Latvian Bolsheviks still had to overcome some conciliatory moods.

12See doc. 29, note 3 and doc. 72, note 2.

13See Doc. 50, note 6.

14V.I.Lenin recommends I.F.Armand to refer to the resolution of the VI (Prague) Conference of the RSDLP about the property in the hands of the former "holder" and about the money reports (see: Lenin V.I. Complete Works, vol. 21, p. 153).
