Dear Friend! We are holding a special session with the new Chairman and other comrades—346. The situation is excellent. I am profoundly delighted for you and deeply grateful that you have relieved me of my duties in Brussels (March was in Brussels).

Your task is exceedingly difficult, yet of utmost importance. I am immensely—and truly—grateful to you for your work, so fraught with hardship yet so skillfully executed.

Our congress will take place in August, 347. Almost all the necessary funds are already in our hands.

Please speak with Berzin. What is his opinion, and what are his plans? Which of them can participate? Their Central Committee? Or not? Perhaps even their local delegates? Our congress must be a success. Discuss matters frankly with him; we will correspond further regarding the next steps.

Be sure to telegraph us, in detail and at length, the outcomes, results, and so forth, no later than Saturday night. On Sunday, our telegraph line is open only from 8 to 10 a.m.

Our Chairman will remain here until Sunday. He must be informed of the results.

Should the conference inquire whether national organizations—i.e., our Central Committee—are invited to attend the congress, the answer should be: Yes.
