To:   THE INTERNATIONAL SOCIALIST BUREAU

Dear Comrade, On behalf of the Central Committee I must inform you that our C.C., by
a special resolution, has recognised it quite impossible to attend the
Brussels conference of July 16–18 unless the Polish opposition is invited
on equal terms with the other participants of the meeting. [1] The discussion of even Russian affairs, let alone Polish,
is simply impossible for us without the participation of the only real
national organisation of the Social-Democratic workers in Russian Poland.

I would be greatly obliged, dear comrade, if you would answer this
letter by wire. I trust there can be no obstacles to inviting the
above-mentioned organisation.

We should very much like to know exactly what organisations and
individuals you have invited,

On the insistence of the C.C., R.S.D.L.P., the “Polish opposition”
(J. S. Hanecki, A. M. Malecki and others) received an invitation from the
I.S.B. to attend the Brussels “Unity” Conference.
