Two basic conceptions, two basic views, which we have already indicated in the report of the International Socialist Bureau to its December session of 1913. The first view: in Russia there is an illegal S.-D. party in the form of nuclei of groups of S.-D. workers, these nuclei being surrounded by a network (more or less dense in different cities) of legal workers' societies.
This party unites the overwhelming majority of the class-conscious workers of Russia. The legal newspaper of this fully organised party is *Pravda*, the illegal organisation is represented by the conference and the meetings of 1.1912, 11.1913 and the summer of

Against this workers' party struggle, disorganising the working-class movement, bourgeois-intellectual groups, as which the Liquidators and the groups wishing to assist them objectively present themselves. Only the cessation of the separate existence of these groups and their subordination to the majority of class-conscious workers can assist the cause of unity.
The other view: in the Russian S.-D. reign disintegration and the chaos of factional struggle of a whole heap of factions and groups, of which the worst factionalism is that of the "Leninists." The cause can be assisted only by an agreement or compromise of all trends of all factions.
