The Stockholm] Protocols2, - quotations about the underground (No. 3 of "Our Dawn "3 and others), - our Central Committee4and the most important articles against liquidateurs. It is possible that you will be obliged to be member of the "conference" (of all "fractions") & to act publicly as accusator of liquidators], & as a partisan (more than this: as a representative) of the Central Committee.

About the "thrashing" of Alexinsky5, I've written not a word to Parisians & will not write. But... have you seen the cutting6. I've sent You? Nikolai Vasilyevich] was wrong: he hashelpedAlexinsky, who will now play a role of a "victim". It is clear. Boycott & common resolution. That is good. Thrashing is bad: now all sides will beagainst Nikolai Vasilyevich] and the "mocurs" in the emigration would get quite hooligan, if thrashing would get common.... 1It is about preparations for the Brussels "unification" meeting. I.F.Armand was a member of the Bolshevik delegation and was to make a report, which was prepared by V.I.Lenin (see: Lenin V.I. Complete Works, vol. 25, pp. 361-396).

The Brussels "unification" meeting, convened by the Executive Committee of the International Socialist Bureau of the II International, took place on July 16-18, 1914 (A.D.). At the meeting there were delegations: Bolsheviks - Central Committee of the RSDLP (I.F.Armand, M.F.Vladimirsky, I.F.Popov), Mensheviks - Organizational Committee, Caucasian Regional Committee, groups: "Struggle" - supporters of L.D.Trotsky, "Unity" - supporters of G.V.Plekhanov, "Forward", Bund, SDLC, SDKPiL. The issues on the agenda were: 1) Programmatic differences, 2) Tactical differences, 3) Organizational question. On June 17 (a.s.), I.F. Armand made a report. The meeting adopted the resolution proposed by K.Kautsky, which denied the existence of fundamental differences between the Bolsheviks and Mensheviks. The Bolsheviks and Latvian Social-Democrats refused to participate in the voting of the resolution. The Bolsheviks refused to submit to the decisions of the meeting.
