1. Summarizing the labor movement and the work of the party for 1912, the conference finds that: the new wave of revolutionary actions of the masses that has begun has fully confirmed the previous decisions of the RSDLP (and especially the January 1912 conference) on the question of party building. The course of the strike struggle for 1912, the Social-Democratic election campaign for elections to the IV Duma, the course of the insurance campaign, etc., have undoubtedly shown that the only correct type of organizational construction in the current era is: an illegal party, as the sum of party cells, surrounded by a network of legal and semi-legal workers' societies.

2. Adaptation to local conditions of the organizational forms of illegal construction is absolutely obligatory. The variety of forms of covering illegal cells, the greatest possible flexibility in adapting the forms of work to local and everyday conditions is the key to the vitality of the illegal organization.

3. The main immediate task in the field of organizational construction at the present moment is: the creation at all factories and plants of purely party illegal factory committees, consisting of the most active working-class elements. The huge upsurge of the labor movement creates conditions under which the re-establishment of party factory committees and the strengthening of existing ones becomes possible in the vast majority of places.

4. The conference indicates that the need has now fully matured to create a single leading organization in each center from the disparate local groups.

As a type of citywide organization, for example, in St. Petersburg, a leading city committee has emerged, created by combining the principle of election from district cells and the principle of co-optation.

This type of organization makes it possible to establish the closest and most direct connection between the leading body and the grassroots cells, and at the same time allows the creation of a narrow in composition, mobile and most conspiratorial executive body, which has the right to speak at any moment on behalf of the entire organization. The conference recommends this type for other centers of the labor movement as well, with changes arising from local and everyday conditions.

5. In order to establish close ties between local organizations and the Central Committee, as well as in order to direct and unite party work, the conference considers it urgently necessary to organize regional centers in the main areas of the labor movement.

6. As one of the most important practical tasks in establishing a constant, living connection between the Central Committee and local Social-Democratic groups, as well as in creating flexible forms of leadership of local work in major centers of the labor movement, the system of trusted representatives is put forward. Trusted representatives must be recruited from the working-class leaders of local work. Only advanced workers themselves can strengthen and consolidate the central apparatus of the party in the localities, as in all of Russia.

7. The conference expresses the wish that the Central Committee organize as often as possible meetings with local party workers working in various branches of Social-Democratic work.

8. The conference recalls the repeated party decisions that the workers' party is unable to exist otherwise than on regular membership dues, workers' collections. Without such collections, especially under modern conditions, the existence of even the most modest central (local and all-Russian) institution of the party is absolutely impossible.
