1. Reports from the localities have shown that the most important immediate organizational task is not only the consolidation of the directing party organizations in each city, but also—the unification of individual cities with one another.

2. The Conference recommends, as a first step toward regional unification, the organization of conferences (and where possible, congresses) of comrades from individual points of the workers' movement. In doing so, it is necessary to strive to ensure that the conference includes representation of all branches of party work: political, trade-union, insurance, cooperative, and so forth.

3. The Conference recognizes that the system of trusted representatives attached to the CC for the purpose of unifying all-Russian work is absolutely necessary. The decision of the February conference{28} on trusted representatives has only just begun to be applied in practice. Advanced workers on the ground everywhere must take care to put forward trusted representatives at least in each major center of the workers' movement and in as great a number as possible.

4. The Conference places on the agenda the question of convening a party congress{29}. The growth of the workers' movement, the ripening of a political crisis in the country, the necessity for united action by the working class on an all-Russian scale make the convening of such a congress both necessary and possible—after its proper preparation.

5. The Conference invites comrades in the localities to proceed, after discussion of this question, to outline a preliminary agenda, a desirable date for the congress, draft resolutions, and so forth.

6. The Conference points out that, besides other difficulties, the question of monetary expenses for the congress can be resolved only by the workers themselves.

The Conference calls upon comrades to begin the creation of a monetary fund for the convening of the party congress.
