From Rosenfeld's letter, it is clear that you yourself acknowledge that our first contract was not fulfilled by you (the agreement was not signed by 3 lawyers; the agreement was delivered too late; the text of the agreement absolutely does not correspond to the [text] which was most precisely stipulated).
You propose a new contract. Mr. Rosenfeld has informed you of our conditions. If we do not come to an agreement, we will be forced to ask you kindly to return to Mr. Rosenfeld... the documents that I entrusted to you.

...[liberal reformers propose that in provinces where there are no zemstvo institutions, members of the State Council 2 should be elected by assemblies of landowners! The right to elect should be granted to persons with a landowner's qualification, if they have served for at least 2 three-year terms as a noble leader, etc.!!
