Noting that the working class and its party, despite all persecutions, have displayed great energy in defending proletarian interests in connection with the introduction of the insurance law{132}, the conference resolves:

1. The most decisive and united struggle is necessary against attempts by the government and capitalists to force workers to elect their representatives to sick benefit funds in secret – without allowing workers' assemblies.

2. Workers must everywhere strive to organize assemblies by open procedure for the preliminary nomination of candidates for representatives whom they desire.

3. Workers must organize revolutionary meetings to protest against the violence and outrages that accompany the introduction of insurance laws.

4. In any case, it is necessary to preliminarily draw up a workers' list of candidates for representatives from among the most influential Social-Democratic worker activists and to unitedly support this list also in places where it proves impossible to organize any assemblies.

5. The conference considers a boycott of elections for representatives to be inexpedient and harmful. The main efforts of capitalists at the present time are directed toward preventing workers from controlling certain factory proletarian cells, which sick benefit funds for workers ought to become. A boycott, by dividing workers at the present moment, would only serve the interests of this capitalist aim.

6. The struggle for proper elections of delegates to sick benefit funds must not cease for a moment. By all means, with all forces, utilizing every favorable opportunity, not giving employers a single moment to consider the normal course of production assured, expanding and developing the workers' struggle – we must nonetheless not refuse to put forward the Social-Democratic list despite all obstacles. Elections do not preclude further development of struggle. On the contrary, by getting steadfast Social-Democratic worker activists elected as delegates, we will facilitate further struggle for proper elections, in which the delegates will assist the workers in every way.

7. Everywhere that elections proceed without assemblies, it is necessary to agitate for the re-election of representatives on the basis of genuine freedom of elections with the organization of assemblies – by all means available to workers.

8. The Social-Democratic Duma faction must immediately submit a new interpellation concerning the government's refusal to allow workers' assemblies for elections.

9. All agitation concerning the introduction of insurance must be conducted in close connection with an exposition of the entire situation in tsarist Russia, explaining our socialist principles and revolutionary demands.
