1. At the present moment of upsurge in the economic and political struggle of the working class, it is especially necessary to intensify work in all legal workers' societies (trade unions, clubs, sick benefit funds, cooperatives, etc.).

2. All work in legal workers' societies must be conducted not in the spirit of neutrality, but in the spirit of the decisions of the London Congress of the RSDLP and the International Congress in Stuttgart.{36} Social-democrats must attract to all workers' societies the broadest possible circles of workers, inviting into membership all workers without regard to their party views. But social-democrats must within these societies constitute party groups and through prolonged systematic work within all these societies achieve the establishment of the closest relations between them and the social-democratic party.

3. The experience of the international and our Russian workers' movement teaches that from the very inception of such workers' organizations (trade unions, cooperatives, clubs, etc.) it is necessary to strive so that each of these institutions becomes a stronghold of the social-democratic party. The Conference invites all party members to keep in view this important task, which is especially urgent in Russia, where liquidators are systematically attempting to use legal societies against the party.

4. The Conference finds that in elections of delegates to insurance funds, in all work of trade unions, etc., while upholding complete unity of the movement and the submission of the minority to the majority, one must pursue the party line, strive for the election to all responsible posts of party supporters, etc.

5. In order to account for the experience of practical work in legal workers' societies, it is desirable to arrange more frequent conferences with active participants in work in legal workers' organizations on the ground, as well as to attract as large a number as possible of representatives from party groups conducting work in legal societies to general party conferences.
