1. The Conference notes the enormous significance of legal press for the cause of Social-Democratic agitation and organization, and therefore calls upon party institutions and all conscious workers to render intensified support to the legal press through the widest possible distribution of it, the organization of mass collective subscriptions, and constant collections. In this connection, the Conference reaffirms that the aforementioned collections constitute membership dues to the party.

2. Particularly intensified attention must be devoted to strengthening the legal workers' organ in Moscow{30} and to the creation of a workers' newspaper in the south as soon as possible.

3. The Conference expresses the wish for the closest possible rapprochement of the existing legal workers' organs through mutual information, the arrangement of conferences, and the like.

4. Recognizing the importance and necessity of the existence of a theoretical organ of Marxism, the Conference expresses the wish that all party and trade-union press organs familiarize workers with the journal "Prosveshchenie"{31} and call upon them for constant subscription to the journal and its systematic support.

5. The Conference draws the attention of party publishers{32} to the extreme necessity of widespread publication of popular pamphlets on questions of Social-Democratic agitation and propaganda.

6. In view of the intensification of the revolutionary struggle of the masses in recent times and the necessity for its complete and comprehensive coverage, inaccessible to the legal press, the Conference draws special attention to the necessity of intensified development of illegal party publishing, and besides illegal leaflets, pamphlets, and so forth, it is extremely necessary to have more frequent and regular publication of the illegal organ of the party (Central Organ){33}.
