a multitude of quotations from Roman writers, an English imperialist
and bureaucrat, who ends with a cry for the retention of India,
against those who allow the idea of its separation. "A crime
against civilization" (123) it would be to liberate India...

Parallels with Rome, reflections and advice of a bureaucrat,
almost exclusively of an "administrative" character - that's all.
p. 101: in India ("Indian Census", p. 173) 90 men and 10
women out of 10,000 of every sex read & write English (101)...
103: it is good that we did not resist the teaching of Hol-
land language in South Africa: now this language will die out by itself...
107: hatred, malice towards "wretched youth" (Dhingra), who
