The seven deputies, violating the will of the majority of the proletariat, timidly avoid the fact that the six act in accordance with this will.

Here is the already published decision of the Marxists:

“The Meeting finds that unity of the S.D. faction in the field of Duma work is possible and necessary.

However, the Meeting states that the conduct of the 7 deputies seriously threatens the unity of the faction.

The 7 deputies, taking advantage of an accidental majority of one vote, violate the elementary rights of the 6 workers’ deputies, representing the vast majority of the workers of Russia.

The 7 deputies, proceeding from narrow factional interests, deprive the 6th deputies of the opportunity to speak from the Duma rostrum on the most important questions of workers’ life. In a whole series of speeches, when the S.D. faction put forward 2 or more speakers, the 6 deputies, despite their demands, did not receive the opportunity to put forward their own speaker.

The 7 deputies, in the allocation of seats in the Duma commissions (for example, the budget commission), in the same manner refuse to grant the 6 deputies one of the 2 seats.

In elections from the faction to institutions important for the workers’ movement, the 7 deputies, by a majority of one vote, deprive the 6 deputies of representation. The personnel serving the faction is always chosen one-sidedly (for example: the demand for the appointment of a second secretary was rejected).

The Meeting considers such a course of action by the 7 deputies as inevitably creating friction within the faction, hindering united work and leading to a split of the faction.

The Meeting protests most resolutely against such conduct by the 7 deputies.

The 6 deputies represent the vast majority of the workers of Russia and act in full agreement with the political line of its organized vanguard. The Meeting therefore finds that only with full equality of the two parts of the faction and only with the renunciation by the 7 deputies of the policy of suppression will it be possible to preserve the unity of the S.D. faction in the field of Duma work.

Despite irreconcilable differences in the field of work, not only Duma work, the Meeting demands unity of the faction on the above-mentioned principles of equality of its two parts.

The Meeting invites class-conscious workers to express their opinion on this important question and to contribute by all means to preserving the unity of the faction on the only possible basis of equality of the 6 workers’ deputies”[15].

This decision clearly and precisely, through the representatives of the workers, determined the will of the majority, which we have already discussed in detail earlier.

Only non-Party S.D.s can violate this will. Only Liquidators can advise the seven to act at their own risk, as schismatics and disrupters of the workers’ organization act.
